Carl Peterson was an FBI agent in 1969 who, along with Phil, brought Canton Delaware to see President Nixon. He was very cautious about the arrival of the Eleventh Doctor in the Oval Office and advised Nixon to ignore him. However, Canton persuaded Nixon otherwise, and loudly told Carl to shut up when he voiced dissent about the Doctor's plan.
