The Fledgling Empires were some of the earliest empires that came into existence within this universe, during the Dark Times, apparently led by the Gallifreyans. They warred against the Racnoss Empire circa 4.6 billion years ago.
- Many of these empires may have become the empires that fought in the Millennium War.
After the war against the Racnoss ended, the Gallifreyans removed all Huon energy from the universe to prevent the Racnoss ever becoming a powerful force again, due to Huon energy's major use in Racnoss defence systems. (DW: The Runaway Bride)
- It is not known whether the Racnoss were part of the Empires but later turned upon the rest of them, but it seems likely due to the basic term of "Fledgling Empire".
