The Cyber-Planner is a computer used by Mondasian Cybermen to create and direct battle plans and strategies for their army.
Physical Charecteristics
The Cyber-planner is approximately six feet tall and consists of a framework of metal and transparent tubes with a number of lights and a rotating head section.
It is completely immobile and for this reason is usually concealed in a secure place.
Technology
The Cyber planner gathers data from a large variety of sources. It can scan local media transmissions and can even channel data from certain human subjects. It uses this data to formulate strategies and makes desicions based upon probabilty of success.
The Cber-Planner has no defensive capabilities and can be destroyed by emotions created by the cerebration mentor, this suggests that it has some kind of organic component.
History
It is not known when the first Cyber-Planner was built, although it has knowledge of the Doctor from Planet 14 so it was certainly before that encounter.
Tobias Vaughn had a Cyber-Planner installed in his office a number of years before The Invasion and co-operated with its attempt to take over the earth, although he ultimately destroyed it.
In Scientific Adviser the Second Doctor uncovers a Cyber Planner planning another invasion.
Cyber-Planners are not seen in any invasion attempts after the 20th Century.
- It is possible that the Cyber-Planner technology is incorporated into the enlarged cranial dome of the Cyber-Controller although in a miniaturised form
