I intended the Panopticon to be a more specific community page, this site's counterpart to Wikipedia's Village Pump. I saw the Community portal as being a more general site map to the wiki community. Memory Alpha seems to have skipped the Community portal and has a link going directly to their Village Pump equivalent, Ten Forward, but I felt this wasn't as helpful to newcomers.
