The Monk's TARDIS was of the MARK IV type, with a fully working Chameleon circuit.
He controlled the relationship between the interior and exterior sizes of his TARDIS (aka. Dimensionally transcendental) via a Dimensional stabiliser. (DW: The Time Meddler')
The Doctor sabotaged Mortimus' TARDIS, making it the same size inside as outside. (DW: The Time Meddler') He later tinkered with the chameleon circuit from Mortimus' TARDIS, making it assume various shapes, finally that of a police box and stole its directional unit, leaving Mortimus stranded on the icy planet Tigus (DW: The Daleks' Master Plan).
When The Doctor next encountered the Monk, his TARDIS still retained the shape of the police box (DWM: 4-Dimensional Vistas)
