Siy Tarkov was an envoy for the Galactic Union in the 67th century. He travelled to Velyshaa twenty-five hundred years after the Great Catastrophe of the 42nd century. He sought Saloran Haredew and her discoveries of what had caused the Great Catastrophe and the Daleks, who had dominated the galaxy some twenty-five hundred years earlier. Whilst there Haredew presented 'psychic recordings', left him by Kalendorf, showing him the last years of the Daleks' domination of the galaxy, along with Kalendorf and Susan Mendes.
