Earth High Minister was an office held in the government of Earth prior to its evacuation by solar flares. He or she answered to the World Executive. At that time, a woman served in that office.
The Ark project seemed to be overseen by the Earth High Minister, who recorded two motivating messages, one to be played to volunteers just before they were put into cryogenic suspension and a second one to listen to upon revival. (DW: The Ark in Space)
