Andy Lane is an author who has written several novels, notable ones include All-Consuming Fire which introduces a meeting of the Doctor and Sherlock Holmes and Original Sin which introduces two new companions (Chris Cwej and Roz Forrester.
Prior to Lucifer Rising he had in fact submitted several ideas including one "called Bodyshock, and started out when the Doctor and Ace woke up in the bodies of giant lobsters separated by millions of years on an alien planet" however Peter Darvill-Evans rejected it for being too weird. [1]
