The Committee of Three was an investigative group in the Time of Chaos. It consisted of Arcalian Provost Tepesh, Lady Ouida and Arata. This group was authorised by the Gallifreyan inner council to look into the work of Rassilon, who at the time, was a cardinal. (BFA: Zagreus)
By the time of the Doctor's seventh incarnation, the group consisted of Rath, Elar and Morin. They used a time scoop at one point. (NA: Blood Harvest)
