Ralph Fell was a scientist who worked for the Global Chemicals oil refinery at Llanfairfach. He had been taken over by BOSS, but broke free long enough to save the Third Doctor and Jo Grant's life. He was then forced to jump to his death. (DW: The Green Death)
- In the novelisation, he is renamed Arnold Bell.
