Trying to grow new Dalek embryos, they found the flesh was to weak and decided that the species would have to evolve a life outside the [[Mark III Travel Machine|shell]] so that Daleks could adapt to survive.

The Cult then found [[Mr. Diagoras]], head of the [[Empire State Building]]'s construction. They hijacked the whole building and Diagoras willingly served them after [[Cult of Skaro#Dalek Sec|Dalek Sec]], leader of the Cult, transferred images and ideas to the corners of Diagoras' mind. He found [[Human]]s and sent them to the Cult, who turned them into [[Pig Slave]]s which would capture more Humans for their purpose. ([[DW]]: ''[[Daleks in Manhattan]]'')

More than a thousand Humans were captured and converted into "shells", empty and near death with everything about them that was Human lost. The new bodies would be filled with the gene solution that would turn them into Daleks.  
Caan activated an emergency [[time travel|temporal shift]] to escape the Doctor, and ended up at the [[Gates of Elysium]] during the [[Last Great Time War]]. Travelling into a time-locked era ruined his mind, but he helped to save [[Davros]] from his death. Davros, like the [[Dalek Emperor]] who also surivived the Time War by time travel, rebuilt the [[Dalek Fleet]] of two thousand ships and millions of Daleks - unlike the Emperor, Davros rebuilt the Daleks out of his own [[Kaled]] cells. Caan was left as a sort of prophet, and a new [[Dalek Supreme]] was created to oversee the Dalek forces.


The Cult needed the Empire State Building to be completed in time before the greatest solar flare for a thousand years would hit the Earth. To complete the Building, three slates of [[dalekanium]] from the back of [[Cult of Skaro#Dalek Thay|Dalek Thay]]'s casing was mounted at the top so that the [[gamma radiation]] of the flare would be attracted to the dalekanium. A strong enough blast of the radiation would awaken each body, bringing to life an army of [[Human-Dalek]]s. If the plan worked, the Cult would conquer Earth, converting every Human into a Dalek and turning Earth into "New Skaro".
The Daleks moved 27 planets into the [[Medusa Cascade]] from various times and places (mostly mid-[[2009]], but from other eras as well). These made a large device when put together. Before the gene solution could even be filled into the bodies, a test was required to see the result of their plans. Using the flesh of Diagoras and Sec, Diagoras was pushed into Sec's casing, merging with Sec as the casing closed, followed by a dose of [[chromatin solution]] which was given to Sec. Once entering the final stage of evolution, the rest of the Cult prepared for the birth. Sec's casing opened and out stepped the first of a new species: Dalek Sec in Human form as the first Human-Dalek. Upon seeing their leader's new form, Daleks [[Dalek Caan|Caan]], Jast, and Thay began to have doubts about Sec. These doubts increased when Jast and Caan attacked [[Hooverville]] and Sec gave to order to stop as soon as Caan was about to exterminate [[Tenth Doctor|the Doctor]]. Sec then told Thay that the survival of the Daleks might well have depended upon the Doctor.
 
During his discussion with the Doctor, Sec claimed that [[Davros]], their creator, was wrong about removing emotions, claiming that it made the Daleks stronger when Sec claimed it made the Daleks lesser than their enemies. Sec claimed that in order for the Daleks to survive, they must return to the flesh and the heart, changing everything that makes a Dalek a Dalek. Although this would result in their not being the supreme beings, Sec claimed that was good.
 
The Cult finally betrayed Sec when the Doctor relised that they were changing the gene solution that he and Sec had created as the lifeblood of the Human-Daleks. Instead, the solution was not a mix of Human and Dalek [[DNA]], leading to the new species to be 100 percent Dalek. They claimed that Sec was no longer a Dalek, having imagined his irrelevance to the Cult. The Doctor escaped them, hurring to remove the dalekanium, but Sec was chained up.([[DW]]: ''[[Evolution of the Daleks]]'')
 
==The final battle==
Having only removed one slate, the Doctor climbed onto the Building's mast, thinking that perhaps his DNA would become part of the Human-Daleks and they would not be all Dalek. The gamma strike hit and the army awoke.
 
Over a thousand Human-Daleks spread out though the sewers underneath Manhattan, armed with [[gunstick-tommy gun]]s created for them. Taking what was to be Sec's position, Dalek Caan was designated [[Dalek Controller|Controller]], becoming connected with their military computer and directly linked to each soldier.
 
The Doctor needed a place to face them. Arriving at a theatre, he sent a signal using the [[sonic screwdriver]]. The Daleks detected it and fourteen Human-Daleks arrived, aiming at the Doctor. The stage trap door blasted open and Daleks Jast and Thay entered, pulling Sec who was chained.
 
The Doctor failed to convince them that Sec was the cleverest Dalek ever and Sec told them that if they chose death and destruction, then it would chose them. Thay countered by claiming they always survived. Sec begged them not to kill the Doctor and when Thay fired, Sec raised up and took the blast. When that happened, Caan sensed an increase in saratoning in the Human-Daleks.
 
Thay gives the order to the soldiers to exterminate the Doctor, they fail to, asking why they should. The Gallifreyian DNA of the Doctor did become part of the Human-Daleks, allowing them a little bit of freedom. Thay and Jast began exterminating the Human-Daleks as they began attacking Thay and Jast. Caan commanded the Daleks to destroy the hybrids, but they were destroyed themselves. Seeing the Human-Daleks as failures, Caan sent a high pitched sound to their ears, destroying an entirely new species.
 
The Doctor claims it as genocide and relises that in the whole universe, there is only one Dalek: Caan.([[DW]]: ''[[Evolution of the Daleks]]'')

The Doctor found Caan in the genetic labroatory that served as the Cult's base. He stated how Caan's entire species has been wiped out, and now the Cult of Skaro had been eradicated, leaving only Caan. The Doctor offered to help Caan, saying he had seen one genocide and that he didn't want to cause another. At that moment, Dalek Caan activated an [[emergency temporal shift]] and escaped.([[DW]]: ''[[Evolution of the Daleks]]'')

The New Dalek Empire was a recreation of the old Dalek Empire, which was destroyed during the Last Great Time War.

First attempts

The New Dalek Empire was to be the new Empire of the Daleks that the Cult of Skaro had planned to create. Time traveling from London in 2007 to New York City in 1930, the Cult, now the last four Daleks in existence, attempted to conquer Earth and recreate the Dalek Empire.

This attempt, even with the help of the Final Experiment (which included use of Pig Slaves and Human-Dalek hybrids) failed due to the interference of the Doctor. At the end, Dalek Caan was the last surviving Dalek. (DW: Daleks in Manhattan / Evolution of the Daleks)

Caan activated an emergency temporal shift to escape the Doctor, and ended up at the Gates of Elysium during the Last Great Time War.
