:There's been a good amount of discussion on that point over the years. Before Skaro is destroyed, one of the Daleks tracking the Hand of Omega states that it is "entering Skaro time zone". The implication seems to be that it has time-travelled (not too surprising for a Time Lord device), presumably to the point in time that this batch of Daleks came from. The story would indicate then that Skaro was indeed destroyed, but in some point in the far future, not in 1963.
