Harvey was a stranded crew member of the Alaska spaceship. Shortly after the ship crashed, Harvey went out and froze to death, with the cold perfectly preserving his body and the nanocloud converting his corpse into a Dalek puppet. A year later, he showed the Doctor and Amy to his ship. His crew were supposedly alive, but were found dead and Harvey remembered everything. A Dalek Eyestalk appeared from his forehead and he was forced back by a fire extinguisher by the Doctor. He was locked inside a storage space.
