A mysterious little girl (or young girl) was a psychic, ageless Tarot card reader. Her name, true nature and the source of her abilities are unknown.
Circa 1897, she approached Jack Harkness in Cardiff to ask to foretell the future for him. She told him that he would see two new centuries with Torchwood 3 before once more meeting the Doctor. (TW: Fragments) She had appeared not to have aged when Jack contacted her in the 2000s. As well as doing a card reading (with the same or similar cards), she led him to the location of the second resurrection gauntlet, but promised it would bring further complications.
