Lucy was the first "merchild" created by Percival Ross. She lived with Cherry until he was killed by Brogan and Raintree, who then brought her to Ross. After being freed, the Fourth Doctor took her and the other merchildren to a water planet in the Andromeda galaxy. (PROSE: Evolution)
