Solomon was the leader of the New York City Hooverville, and was well respected by the people who lived there. He served in World War I. Solomon and his men were offered low-paid jobs by Mr. Diagoras to go down into the Sewers, only for them to be taken away by Pig Slaves for the Final Experiment. Solomon, however, was lucky enough to escape an ambush by Pig Slaves with the Doctor and Martha Jones, before returning to Hooverville. Later, he led the villagers in the Skirmish at Hooverville.
