Handrel was a Time Lord who gathered a band of followers to try and solve the problem of limited regeneration.
Biography
Handrel and his followers used a Time scoop to capture ancient monsters from around the universe to combine their DNA with that of a Time Lord. Handrel was stopped by the Eighth Doctor, who called in backup from President Romana II. Handrel and his followers were killed in the resulting fight with the Chancellery Guard.
