Mao Tse-Tung was the Communist leader of China from 1949 until his death in 1976. At the World Peace Conference, the Third Doctor mentioned to the Chinese delegate Fu Peng that one of his earlier incarnations had joined Mao Tse-Tung on the Long March in January 1935, at which time Mao allowed the Doctor to call him "Tse-Tung."
