The Temporal prison was a weapon used by the Daleks.
When the TARDIS appeared on Earth during the War in the Medusa Cascade, the New Dalek Empire intiated a Temporal Prison that disrupted power from the Time Lord construct, effectively immobilizing it. The weapon's appearance was a blue neon hoop which encircled its target. The immobilized TARDIS was then dragged to the Crucible.
The Doctor referred to the Temporal Prison as a "Chronal Loop". (DW: Journey's End)
