Observing the doctor

The cloaked figure was an individual who planned to change the Doctor's personal timeline by removing the friends he held dear.

Working with the Animus and the Zarbi, he was successful in capturing the First Doctor's companions Barbara Wright, Ian Chesterton and Vicki Pallister.

Manipulating a T-Mat machine, he captured the Second Doctor's companions Jamie McCrimmon and Zoe Heriot.

Using a vortex manipulator, he appeared in front of the Third Doctor, grabbing the Doctor's companions Liz Shaw, Sarah Jane Smith and the Brigadier and teleporting away after telling the Doctor a single message: "Say goodbye, Doctor". (COMIC: Prisoners of Time)

Appearance

From an exterior point of view, the cloaked figure closely resembled the decaying version of the Master. (TV: The Deadly Assassin) He wore a black cloak with a hood, his hands were brown and swollen, and he wore what appeared to be a golden sash.
