The Paternoster Gang is only emphasized during the first 15 minutes of the episode. Once The Doctor is revealed as Ada's "Monster", he is the focus and prime mover in the storyline. I think one needs to look at the episode as a whole, not just a portion of it. The Paternoster Gang is only emphasized during the first 15 minutes of the episode. Once The Doctor is revealed as Ada's "Monster", he is the focus and prime mover in the storyline.
