Operation Blue Box was a secret initiative, number D189/A45/K76, which was authorised by Winston Churchill on VE Day. Amongst other things, it gave the Doctor full security clearance — in perpetuity — for, as the Eleventh Doctor once told MI6 agents Patrick Lake and Hugo Wilding — any "post-war operations".
