Lady Panibri was a criminal and a member of the Hijackers Guild in the city of Cornucopia. She was an associate of Granny Solasta.Along with Granny Solasta and her other partners in crime, Panibri turned the city into a crime state. With the help of the Eleventh Doctor and Rory Williams, she travelled to the Bank of Heaven.
