He co-wrote City of Death and The Invasion of Time - both stories being credited to David Agnew - as well as The Nightmare Fair, which was intended to open Season 23, but was cancelled in favor of The Trial of a Time-Lord. Williams also wrote the novelisation of The Nightmare Fair which was published by Target Books.
