Though he definitely says this, it doesn't represent the point the Doctor is trying to make throughout the piece. It needs to be balanced by the fact that he genuinely wishes Vlad well at the end of the piece, and that — at the point of this conversation with Peri — he hasn't even met Vlad yet. Bias
When I encountered it, article said:

Though he definitely says this, it doesn't represent the point the Doctor is trying to make throughout the piece. It needs to be balanced by the fact that he genuinely wishes Vlad well at the end of the piece, and that — at the point of this conversation with Peri — he hasn't even met Vlad yet. He's just working off of Vlad's historical reputation, which the story is at pains to say is propaganda created by the Turks.
