The Shadow Architect was the leader of the Shadow Proclamation. She was also guarded by Judoon. She belonged to an unknown Near-Human species with red eyes.
When the Doctor arrived at the Shadow Proclamation headquarters, the Shadow Architect dismissed the idea of his being a Time Lord. After he solved the mystery of the Missing Planets, she asked him to lead the Shadow Proclamation into war with the Daleks who had taken them from their normal places in time and space.
