:I think he hadn't found out the truth behind the ambulance pod and the zombies until just before that scene, meaning that he'd only just realized they were harmless, and how to cure them. According to history, the bomb was to drop from a German plane and destroy the pod (which is why Jack had "parked" the pod there in the first place), so he wasn't involved in its delivery, only his convincing of Jack to intercept it. When still thinking the zombies might have been hostile, part of his backup plan had probably been to let history take its course if no alternative could be found. In the episode the doctor dances, the doctor tells jack to teleport away to deal with the bomb about to hit the chula ambulance. When he catches it in his tractor beam, the doctor says he no longer needs the bomb and to get rid of it. Was the doctor planning on using the bomb to kill all the gas mask zombies?!
