A Level 2 planet was a designation used by Galactic Law in reference to certain worlds, with the implication that it referred to relatively primitive planets. It derived from an application of socioenergetics.
Known Level 2 Planets
- An unnamed planet in E-Space (TV: State of Decay)
- Earth, circa 1940s (PROSE: Ghosts of India)
- Trenzalore (TV: The Time of the Doctor)
Behind the scenes
Romana stated that Bartholomew's Planetary Gazetteer noted that the planet Ribos had a protected Class 3 society. (TV: The Ribos Operation) As Ribos was a medieval-era planet, it is entirely possible that Class 3 societies exist of Type 2 planets.
