It takes out computers, so I figured it might stop a Cyber suit.
Electromagnetic bombs were designed to deactivate computers. In Pete's World, Angela Price used one against a Cyberman. However, it also shut down the emotional inhibitor so that the Cyberman she struck died shortly after. (TV: The Age of Steel)
