Origin theory
The Dalek Time Controller was created by The Cult of Skaro, (obviously founded earlier then currently implied) by applying a similar temporal neural suppression/resequencing to that used on Dalek Caan by the Dalek Eternal that allowed him to travel back into the Last Great Time War to save Davros. See video below:
Only the Cult of Skaro would have the: intelligence, out of the dalek box thinking, and resources available to develop such a concept, (ie: The temporal neural supressor and the temporal technology embedded in the travel machine). --Chroniton ☎ 20:39, June 7, 2013 (UTC)
