The Tiny and Interesting Interest Group was a People-run interest group that studied events that could affect the People in the long-term, but were currently unimportant. In truth, the group was more like a spy agency, allowing them to study things in the Mutter's Spiral without the meddling of the Time Lords.
Bernice Summerfield was an effective member of the Tiny and Interesting Interest Group, being used by God to investigate matters in her own galaxy. When God wanted Bernice to investigate the Spire of Canopus IV, he sent Clarence, another member, to recruit her. (PROSE: Ghost Devices)
