The Beige Guardian was a character who featured in a video game that Izzy Sinclair played on the Time-Space Visualiser. (DWM: Happy Deathday)
In this game he collected together every enemy of the Doctor's, it is unknown how long it took him to do this, or from what point in time he took them.
Later he captured the first eight incarnations of the Doctor and tied them up and placed them on a huge cake.
