Harkoz was a Malean. He and Syloz were sent to Earth to check on Mykloz' progress in his mission to ensure racial purity on Earth. They were not satisfied with his progress, and decided that Earth should be destroyed. They were killed when the Seventh Doctor, with the help of Bart Addison, blew up their house and spaceship.
