Alex Hopkins was the leader of Torchwood 3 in 1999. On New Year's Eve 1999 he murdered all the Torchwood personnel in the Hub, except Jack Harkness. Before shooting himself, he made Jack the leader of Torchwood 3. (TW: Fragments) He is the basis for the slogan of Torchwood 3 (*The 21st century is when everything changes) as he apparently saw the future using a mysterious necklace-like device. He mentioned that a "Storm" was coming and that mankind wasn't ready to face it. The future scared him so much he saw death as the kindest option for himself and the others. It's unknown at present whether this storm refers to one of the several alien invasions we have already seen or something yet to happen. It may also have something to do with the Doctor, as his name in Dalek and Draconian legends is "The Oncoming Storm".
