Cult of the Vampire Rassilon was established after Rassilon became a Vampire (which is why Time Lords and Vampires shared 98% of the same genes). A Gallifreyan cult sprang up around this event. They met in ducts and serviceways hidden in the Capitol. The Time Lord Ruath was a member of this cult. She possessed the Sigil ring of the Great Vampire.
