The Skavengers were a race of technologically advanced augmented creatures. They targeted other technologies to plunder and adapt for their own use. They had a uniform identity and were known to transform captives into their own kind (not unlike Cybermen). They were, however, susceptible to bright lights, which impaired their sensors.

Rory Williams almost underwent a transformation when captured by the Skavengers when they attempted a raid on a Time Gallery on the planet Darathos. (COMIC: The Time Gallery)
