Ross was a Combined Galactic Resistance soldier serving aboard the Aristotle.
He was shrunk by a molecular nanoscaler and deposited into the casing of "Rusty”, a Dalek that had been damaged and turned good, along with the Twelfth Doctor, Clara Oswald, Journey Blue, and Gretchen Carlisle. Inadvertently hurting the Dalek, thus setting off its internal defenses, Ross was killed by the Dalek antibodies but not before the Doctor had him ingest a spare power cell so he could track the radiation signature and find where the antibodies dumped the bodies they had "hoovered".
This act outraged Journey, who expected what the Doctor gave Ross to save him, only for the Doctor to tell her he was dead already. Tracing the signal, the team ended up in the organic refuse disposal, landing in a pool of liquified protein, with the Doctor noting the top layer was what remained of Ross. (TV: Into the Dalek)
