Lucy Skinner worked with her father Nicholas at the Tycho Project radio telescope in the small English village of Goblin's Copse. Investigating two strange lights one night (which had interfered with the observatory's telescope transmissions). She and her father went to investigate, and were abducted by Commander Kaagh, the sole surviving member of the Tenth Sontaran Battle Fleet, who attached a neural control mechanism to her neck, though it was left un-activated except as a back-up plan. Lucy was released and met Sarah Jane Smith and her young allies, as Kaagh had suspected might happen and, controlled by the device, began to carry out Kaagh's plan to destroy Earth.
