A Rutan Analysis Engine is a device of Rutan design. Going upon its name, the analysis engine is possibly a machine of some kind used to analysis different species.

As suspected by the the Doctor, the Rutan Scout that took the keepers of Fang Rock to its ship possibly performed a post-mortem on them to learn about Human anatomy. Thus, the "analysis" engine seems like it would serve such a purpose.

An analysis engine was installed in the Master's TARDIS at one time. (PDA: The Quantum Archangel)
