The 3W Institute, usually shortened to 3W, was an organisation founded by Dr. Skarosa, who believed that the dead remained in contact with their bodies. Since he concluded that the dead continued to feel what was happening to their bodies, Skarosa established 3W mausoleums all over the world dedicated to caring for the bodies of the deceased. At some point Skarosa died, and leadership was either passed to, or usurped by, Missy.

The term "3W" referred to the three words uttered by the dead who were conscious, the words being "Don't Cremate Me". The Matrix Data Slice acts as some form of online living space for the consciousnesses being held there. According to Dr. Chang; Dr. Skarosa also believed that the words "Don't cremate me" were the three words being spoken by the dead but the validity of this has been called into question seeing as how 3W was a setup by The Master.
3W was ostensibly founded by Dr. Skarosa, who believed that white noise was telepathic communication from the dead. The name "3W" referred to three words, "don't cremate me", which Skarosa heard when he ran the noise through a translation matrix. Skarosa therefore concluded that the dead continued to feel what was happening to their bodies. This lead 3W to create mausoleums all over the world, which catered to the super-rich by caring for their bodies after death.

The significance of the words in the name 3W was that, in that realm, the dead were conscious and aware of their surroundings, obviously not being able to communicate to the outside world. 3W was founded to prevent this, after the external discovery of its existence via running white noise through a universal translator and revealing the three words. The 3W Institute, usually shortened to 3W, was an organisation used by Missy in her plans to conquer the universe with a Cyberman army. Its main facility was a transcendentally dimensional space hidden within St. Paul's Cathedral. UNIT had been investigating 3W for some time, following an anonymous tip.

However, 3W was in fact a front for Missy to convert its deceased clients into Cybermen, which were concealed from public view by being placed in dark water. When the time came, Missy released the Cybermen from the global 3W mausoleums, whereupon they flew into the atmosphere and disseminated Cyberman particles over all the major population centres of Earth. (TV: Dark Water, Death in Heaven)
