Susan Q was a member of the Happiness Patrol that initially arrested Ace. Susan confided in Ace of the troubles she faced under the ruling of Helen A, and eventually freed Ace. After Susan Q was arrested for this crime, she was sentenced to death alongside the quickly-captured Ace. They were saved by the Seventh Doctor.
