Jocelyn Harris was the governor of Moldox before the Daleks arrived on the planet. The people of Moldox re-elected her three times in succession for her good work for the people.
When the Daleks arrived on Moldox, she became their spokesperson, in the hope that she would be saving lives. From her position as the Dalek's puppet, she hoped to pass on any information she could to the resistance. She was exterminated in front of the Dalek Emperor and the Eternity Circle after the production of the Dalek temporal weapon on Moldox had reached completion. (PROSE: Engines of War)
