The Doctor uses The Master's Tissue Compression Eliminator on Death's Head reducing him to human size. (This may be the same one he used on Kamelion at the end of Planet of Fire.
Notes
Among the items The Doctor attempts to bargain Death's Head with are Jelly babies a common feature during the Fourth Doctor's era. This story was written to enable Death's Head to be removed from Transformers continuity, shrunk and dropped into Dragon's Claws at human size.
