The Parliament of Seers were a body within the Ice Warriors' civilisation.

They could grant holy passage to pilgrims, an order with which no other Martian edict might interfere. They met in a temple on the North Pole of Mars and were represented by members of every tribe. They served as a council of elders and were the spiritual leaders of the Ice Warriors. Before going to war, the Martians consulted them and asked the spiritual effect of going to war.
