Sven Tornqvist was the leader of the Lazarus Intent in the 108th century. When he found out that Maximillian Arrestis was Lazarus, his faith was shaken. The Fifth Doctor, to cheer him up, told him he would become the President of the Concordance, ushering in an age of peace and prosperity. This was an extrapolation on the Doctor's part, but he did not tell Tornqvist that. (PROSE: The Crystal Bucephalus)
