Cessair is a criminal from Diplos, wanted for counts of murder and for the theft of the Great Seal of Diplos (which was actually part of the Key to Time). She was able to escape Diplos and take 3 Ogri from Ogros (breaking more laws in the process). She was also able to capture the Megaras sent to capture her and kept them in spaceship in hyperspace. This spaceship was parked above Earth, where Cessair waited.

Cessair hid out on Earth for 4,000 years, using the Great Seal of Diplos to change her appearance when she needed to. These identities included Cailleach, the Celtic war goddess, Lady Morgana Montcalm and Miss Vivien Fay. Despite the changes in identity, she always controlled the stone circle where the Ogri rested and where the spaceship was parked.

In the 1970s, the Doctor came to Earth to find a segment the Key to Time. Romana was kidnapped by Cessair and was brought to the spaceship in hyperspace. The Doctor followed her, but accidentally releases the Megaras, who sentence him to death. After a grueling trial, the Doctor is able to make the Megaras realize who Cessair is. Having established her guilt, they transform her into an additional stone in the circle. (DW: The Stones of Blood)

Cessair was occasionally shown to be able to control ravens. It is unknown how she did this.
