Orestes Milton was a weapons dealer who ran afoul of the Shadow Proclamation and subsequently went on the run from them. He settled in 1890s London and claimed he was a wealthy industrialist. Although his name was really Milton Orestes, he went by "Orestes Milton" because he felt it was more suited to the Victorian era. He turned people into weapons in order to impress potential buyers. He planned to channel all the anger in London and release it in the form of a cloud that would cause people to turn on each other. This plan was thwarted by the Twelfth Doctor. Milton attempted to escape in his private spaceship but was swiftly executed by the Shadow Proclamation. (PROSE: Silhouette)
