Zorac was a Time Lord and Lord Cardinal of the High Council.

Zorac was one of the High Councillors who sentenced the Doctor to prevent Omega from taking over the latter's body. (DW: Arc of Infinity)

His robes indicate that he was probably a Prydonian.
