The Castellan was a member of the High Council of Time Lords responsible for overseeing the Chancellery Guard and therefore order on and the security of Gallifrey. The various Commanders of the Chancellery Guard itself acted as the Castellan's subordinates.

The position was protected by some of the most ancient and powerful Gallifreyan laws. (BFA: Lies)

There may have been a Castellan for each of the Chapter Houses, with one of them serving as the 'duty Castellan' in overall charge of the rest. Often the Castellan's had served in the Chancellery Guard prior to their elevation. Both Maxil and Andred served in this way, others appear to have been political appointments, Kelner and Wynter.
