The Temporal Powers was the name given by the various time active factions of the Universe for their loose alliance, similar to the United Nations. Gallifrey was at the forefront of the Temporal Powers, with President Romana taking an active part in its establishment. Part of this was a response to the Archetryx crisis. Part of the agreements made allowed for off world students to attend the Time Lord Academy on Gallifrey. This move was resisted by conservative elements on Gallifrey led by Inquisitor Darkel. (BFG: Insurgency, Imperiatrix (audio drama))
During the Civil War on Gallifrey, Romana desperately tried to keep the students of the other powers safe, however after her defeat of the Imperiatrix Pandora, a number of the other Temporal Powers attempted to rescue their students and at the same time occupy Gallifrey. (BFG: Appropriation)
Among the Temporal Powers there were elements who were sympathetic to the Free Time movement.
